Urban Planning on Behalf of the Future
Interview with Jan Nicolin, Dipl. Ing. Architect and CEO of Stadtbauplan GmbH
When construction happens in German cities, it often looks forward to the future - structured, complex, and political. Especially in public high construction and urban development, municipalities face enormous challenges today. They seek support from specialized partners like Stadtbauplan GmbH from Darmstadt. The company has established itself as a reliable project controller - with expertise and understanding of municipal structures.
The history of Stadtbauplan GmbH goes back over five decades. Originally founded as a classic architecture and urban planning office, a comprehensive transformation process began at the turn of the millennium. "The real turning point began in the early 2000s," reports Jan Nicolin, Managing Director and Partner of Stadtbauplan GmbH. "At that time, we withdrew from our own structural planning and consistently focused on project control – in urban development, building construction, and increasingly also in procurement management." Today, the office acts as a competent partner for public clients – from tendering to implementation.
Public sector as main client
Today, the focus is almost exclusively on projects for the public sector – municipalities, state authorities, cities, and educational institutions. A particular emphasis is on educational construction:
Schools, childcare centers, and similar facilities. 'In school construction, we often experience projects being initially pushed and then having to be paused because there is a lack of budget funds,' explains Jan Nicolin. 'We then try to find ways with the clients to realize the project despite difficult conditions.' This flexibility is only possible through regional proximity and established personal connections. The action radius is intentionally set at about 200 km around the location in Darmstadt – an area where project meetings, site inspections, and coordination with stakeholders can be carried out promptly and efficiently. 'Building is something that happens on site,' Jan Nicolin gets to the point. 'Much can be prepared and coordinated digitally, but the truly decisive steps require presence, reliability, and mutual trust.' The spatial proximity to the client, combined with high technical competence and long-term experience, forms the stable foundation for successful projects – often over long periods and in close partnership with public clients.
Specialists for Complex Projects
Two major projects exemplify the versatility and demanding nature of the office's work. In Wiesbaden, Stadtbauplan GmbH managed the project control of several construction projects for the U.S. armed forces, including the Newman Village residential area at Clay Kaserne and the transformation process of the Hainerberg Housing Area with the new school campus comprising a High School, Middle School, and Elementary School. "This was our entry into high-level construction supervision," says Jan Nicolin. "A very special environment – with its own legal regulations, cultural peculiarities, and numerous coordination processes." Another flagship project is the urban development measure Wiesbaden Ostfeld. A new district for around 10,000 people and a campus for the Bundeskriminalamt (Federal Criminal Police Office) with over 7,000 employees are planned. Stadtbauplan is entrusted with the urban development control here. "The challenge in such projects often lies in the fact that the tasks are not yet clearly outlined," explains Jan Nicolin. "You have to define with the municipality what is actually needed – that makes it complex, but also very exciting." The scale is impressive: The BKA campus alone covers 30 hectares, the entire new development area around 70 hectares. Such dimensions demand not only planning expertise but also a sensitive approach to dealing with stakeholders - from authorities and residents to agricultural land users.
Acquisition through Trust and Network
Unlike many industries, acquisition in the world of public construction works less through classic advertising but rather through recognition, reputation, and established networks. Stadtbauplan GmbH is active in tendering processes both as a provider of control services and as a supporter of public clients in the tendering itself – a dual role that creates trust. "We know both sides of the table," says Jan Nicolin. "This helps to plan processes realistically – and sometimes find pragmatic solutions." This understanding is especially valuable in times of complex legal requirements, such as those brought by procurement law, and is a real competitive advantage. Jan Nicolin sees the greatest challenges in the coming years in the unpredictability of public budgets, the growing regulatory effort, and the difficulty of identifying new projects in time. "Often municipalities do not even know yet that they need support – our task is then to approach with experience and a sense of proportion at the right time," he says. His personal career also helps: Even during his architecture studies in Darmstadt, he joined Stadtbauplan – and has stayed there ever since. "I always had the opportunity to further develop my field of work," emphasizes Jan Nicolin. "That was never taken for granted – and is still a reason why I have stayed."
